Case study
A 59-lot subdivision from the surveyor's draft to the county board
Autumn Ridge IV is a proposed subdivision of 59 house lots on about 45 acres in the Town of Ixonia, in Jefferson County, Wisconsin. Its path is rebuilt here from the documents the town and the county published.
The question How far can a housing development be followed through a town and a county using only what those governments publish?
The question
How far can a housing development be followed through two levels of government using only what those governments publish? This one had to be rezoned and its plat approved by the town and again by the county, and each body keeps its own minutes. The applicant is Gremar, LLC, and the surveyor who drew the plat is SEH. The county's case number for the rezone is R4685A-26: land zoned A-T, agricultural transition, becomes R-1, residential with sewer.
The record
-
SEH, surveyor for Gremar, LLC
Sheet 1 of the preliminary plat of Autumn Ridge IV, stamped as a draft, carries this date. The copy in the record is the one in the county committee's April 27 packet.
-
Town of Ixonia, Plan Commission
The commission takes up Gremar, LLC's request to rezone the land from A-T to R-1 for 59 single-family lots, and carries a motion to approve 7-0, subject to review by the town's engineer.
-
Town of Ixonia, Town Board
On the plan commission's recommendation, the board approves the rezone 5-0. Its minutes call the project Autumn Ridge II.
-
Jefferson County, Planning and Zoning Committee
Discussion only, with no vote: SEH walks the committee through the preliminary plat, and building is planned for this year if the county approves.
-
Town of Ixonia, Plan Commission
The commission approves the preliminary plat of Autumn Ridge IV, 59 lots, 6-0, provided the town's engineers approve it and a developer's agreement is signed.
-
Town of Ixonia, Town Board
The board passes the preliminary plat 5-0, again subject to the town's engineering review. The town files this record with its agendas, and it carries no posting date.
-
Jefferson County, Planning and Zoning Committee, public hearing
The county hears petition R4685A-26. A neighbour asks about a well and about access; the committee has no questions, and the town's position is recorded as in favour.
-
Jefferson County, Planning and Zoning Committee
The committee approves the preliminary plat with conditions, 5-0.
-
Jefferson County, Planning and Zoning Committee
In the same meeting, the committee approves rezone R4685A-26 with conditions, 5-0.
-
Jefferson County, County Board
The board adopts Ordinance No. 2026-06, the zoning map amendments that include R4685A-26.
What connecting them showed
The surveyor's draft sheet is dated 25 days before the town's plan commission first met on the project.
- The town voted four times and nobody voted no: the plan commission and the town board approved the rezone 7-0 and 5-0, then the preliminary plat 6-0 and 5-0. Three of the four approvals were made subject to review by the town's engineers; the town board's rezone vote carried no such condition.
- The county's Planning and Zoning Committee discussed the plat on April 27 without voting. After its hearing, where the town's position was recorded as in favour, it approved the plat and the rezone 5-0 each on May 26.
- The County Board adopted the rezone on June 9, 2026, as part of an ordinance amending the county's zoning map.
One subdivision, two names
The plat is titled Autumn Ridge IV, and it is drawn on an outlot of the earlier Autumn Ridge II subdivision. The rezone papers, from the town's agendas to the county's hearing notice and decision, describe the request as creating "Autumn Ridge II subdivision". They name it after the parent plat. Both names refer to the same 59 lots on the same parcel, and the case number ties them together. Autumn Ridge North is a separate project, north of County Road P, with a different developer, and is not part of this record.
What the approval is, and is not
The County Board's approval is conditional. The county's committee approved both the rezone and the plat "with conditions", and for the plat its minutes say "See file for full decision". The conditions themselves are not published with the minutes. Nothing later appears in the public record through October 13, 2026: no final plat, no signed developer's agreement and no recorded map. So the record shows a rezone and a preliminary plat that are approved with conditions, and it does not show what happened next.
What the record does not show
- The County Board's minutes record the adoption without a tally, so this page gives none.
- The county's conditions and its review of the petition are kept in its file and are not published with the minutes.
- No later step, such as a final plat, a signed developer's agreement or a recorded survey map, appears in the public record through October 13, 2026.
- The draft sheet in the record is the copy in the county's April 27 packet. Whether the town had that exact sheet on March 24 cannot be shown.
- The town's list of meetings is served from an address that asks automated readers to stay away, so no further town minutes were sought.
- Gremar, LLC's state business registration could not be checked.
How it was done
The town's and the county's agendas, minutes and packets were collected from their public websites at a polite pace, and a copy of each was kept as it was read. Each step on this page was then read in the document itself, and the passage behind it was checked against the kept copy. The date on the draft sheet comes from the sheet itself, as printed in the county's packet. Machine-read outcomes were not trusted. They had marked the town's first vote as no action, its last as unknown, and the county's April discussion as an approval. The page names public bodies and the two companies only. The people who spoke are in the minutes, and they are left there.
